Job Title: Planning and Development Manager
Background: The City of Clarkston is located in central-west DeKalb County, near regional destinations such as Stone Mountain and is a fifteen minute drive from the City of Atlanta. Clarkston has remained a small town throughout the years, with little pressure to expand its boundary from its current 700 acres or 1.1 square miles. The current population is approximately 7,500. While experiencing little growth pressure in the past, the City launched a Livable Centers Initiative program five years ago. The City aims to fulfill its Comprehensive Plan and Livable Centers Initiative program vision to create a more economically viable, live-work community. The City recently moved to a city-manager form of government and seeks a mid-level Planning and Development professional to coordinate several functions. The position offers the opportunity to gain experience across several discipline areas and pursue a strategic growth plan under the direction of the City Manager.
Job Summary: The Planning and Development Manager will coordinate building, land disturbance and zoning application in-take and review process. This position is responsible for supervising planning, land development, zoning, building and code compliance functions for the City. These services currently are performed by contract arrangement; thus this position will be responsible for supervising consultant teams performing these functions for the city and assist the City Manager in managing these contracts. Work is performed under the general supervision of the City Manager.
Consultant teams include: City Planner and City Engineer, Building review and inspections, and a code compliance officer.
Major Duties:
· Coordinates with City Planner and City Manager to provide planning information and guidance to the public; communicates and works with developers regarding plans submitted to the City.
· Gathers information and prepares a wide variety of records and reports such as weekly status reports, news releases, general correspondence, etc. for the City Manager, City Council and Architectural Design Review Board.
· Prepares and administers Department’s annual budget and oversees all expenditures to prevent over-expenditure of appropriations.
· Provides technical assistance to the City Planner, City Manager and City Council during the review of submitted development plans and zoning applications.
· Attends education classes, conferences and seminars for professional development.
· Performs other related duties as assigned by the City Manager.
· Receives and/or reviews various records and reports such as development plans and permits, construction drawings, and weekly status reports.
· Supervise contractors performing planning, land development, zoning, building and public works functions
· Staff the Planning and Development Commission
· Create and maintain property records and permitting records
· Ensure consulting or staff members comply with city regulations associated with functions
· Assist City Manager in special projects such as LCI project implementation
· Coordinate with administrative staff for the maintenance of property records and records of official zoning and subdivision decision
· Refers to policy and procedures manual, codes / laws / regulations, publication and reference texts, etc.
· Operates a personal vehicle and variety of equipment such as computer, standard office equipment, etc.
· Uses a variety of standard office supplies and materials.
· Interacts and communicates with various groups and individuals such as the City Manager, City Council, City Planner, and the general public.
· Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, establishing and maintaining filing systems, etc.
Knowledge Required by the Position:
· Has thorough knowledge of the methods, procedures, and policies of the Development Department as they pertain to the performance of duties of the Director. Has knowledge of the laws, ordinances, codes, standards, and regulations pertaining to the specific duties and responsibilities of the position.
· Is able to plan and execute administrative systems of procedure and record keeping; has general knowledge of the practices, and methodologies of planning and development.
· Has general knowledge of building construction and engineering and skills required in determining needs of the City with assistance of expert consultant and ensuring that those needs are met.
· Is able to understand specific City ordinances as they apply to the duties and responsibilities of the position. Is able to coordinate department activities with city departments, property/business owners, residents, developers, and community leaders in order to accomplish goals and complete projects.
· Is able to work under stressful conditions related to balancing multiple projects within the constraints of time available, financial resources, and political considerations. Is able to maintain effective relationships with personnel of other departments, professionals, and members of the public through contact and cooperation.
· Is able to react professionally at all times, dealing with sensitive situations with tact and diplomacy.
· Is able to make sound, educated decisions. Is able to apply supervisory and managerial concepts and principles. Is able to offer instruction and advice regarding departmental policies, methods, and regulations. Is able to offer training and assistance to co-workers and employees of other departments as required.
· Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to learn and utilize new skills and information to improve job performance and efficiency.
· Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear, and effective manner. Has comprehensive knowledge of the terminology used within the department.
· Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Is able to compile, organize, and utilize various sources of financial information necessary in the preparation of the department budget and can assist City Manager in managing department budget.
· Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for data and word-processing, computer-aided mapping / drafting, and records management. Is able to react calmly and quickly in emergency situations.
Minimum Training and Experience:
Requires a Bachelor’s degree plus two years in planning, development, or a related field supplemented by two to three years of planning, development, or a related field experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must have experience reading and interpreting city ordinances related to building, development and/or zoning regulations.
Compensation: $48,000-$55,000 or Negotiable depending on qualifications

Job Title: Public Works Supervisor

The City recently moved to a city-manager form of government and seeks a multi-skilled public works supervisor to coordinate all public works, sanitation and facilities and grounds maintenance functions. The position offers the opportunity to gain experience across several discipline areas and pursue a strategic growth plan under the direction of the City Manager.
Job Summary: This is a working supervisor position. This position also plans, organizes, and directs the functions of the Public Works Department. Work involves long range and current planning, directing and supervising personnel, ensuring the timely and efficient completion of projects involving the parks, streets and sanitation divisions and field inspections of City and private construction projects. Work is performed under the general supervision of the City Manager.
MAJOR DUTIES:
· Plans, directs, and supervises public works employees in their duties for the sanitation, parks and streets departments, maintenance of stormwater system, and building and grounds maintenance activities;
· Schedules, assigns, inspects, and evaluates work; instructs and trains in correct methods and procedures; monitors work to ensure optimal efficiency; reviews and evaluates employee performance;
· Ensures that work is done in compliance with State permits and regulations;
· Conducts regular inspections of the City’s streets, parks, and right-of-ways to plan and schedule needed repairs and/or maintenance;
· Ensures maintenance, safety standards and functionality of City parks facilities for daily public use;
· Inspects work in-progress and ensures the timely and efficient completion of assigned Public Works projects, conducts re-inspections to ensure proper completion of repairs and maintenance;
· Responds to on-call for emergencies; supervises and conducts street clean-up efforts after accidents/storms, or other emergencies;
· Responds to public complaints regarding to work performed by maintenance crews, and stormwater system;
· Operates City vehicles including commercial grade trucks in absence of qualified personnel; trains new CDL driver personnel;
· Performs inventory and purchasing of necessary equipment and supplies for department;
· Performs other related duties as assigned.
Supervisory and Management Responsibility: This position is responsible for supervising all department employees.
Minimum Qualifications:
High School Diploma or Equivalent. Ten years of progressively responsible experience in public works, grounds or facilities maintenance; possession of a valid State of Georgia driver’s license and a satisfactory motor vehicle record (MVR); CDL preferred; trade certification in one of the construction fields preferred; equivalent combination of education and experience.
